Consultation on Significant Change Process 2026

Charlton Park Academy Trust wishes to publicly consult with a wide range of stakeholders about the following proposals:

  1. To admit more secondary students.
  2. To be able to admit primary aged pupils.

Our formal consultation process began 6th February 2026 and ends 9.00am 2nd March 2026.

Proposal 1

To increase SEND secondary provision by up to 25 places from 1st September 2026

Charlton Park Academy Trust proposes to offer additional specialist secondary places to meet statutory duties and address current sufficiency gaps for Year 7 entrants with Education, Health and Care Plans (EHCPs), with effect from 1st September 2026, subject to formal approval.

We believe that the creation of up to 25 additional specialist places will provide sufficiency, inclusion and oversight of our vulnerable learners. The Royal Borough Children’s services fully support this expansion. Currently, place demand exceeds local specialist capacity.

Proposal 2

To be able admit primary aged SEND, aged from 4-11 years, from 1st September 2027 and subject to local authority demand for highly specialist provision.

Charlton Park Academy Trust proposes to widen the age range of young people to be able to admit up to 30 primary-aged students aged 4-11 years with effect from 1st September 2027, subject to formal approval and commissioning by SEND departments from local authorities. This may be phased over a number of years, depending upon local demand for primary places.

We believe that having more local specialist school choice for families and carers with primary aged young people with complex SEND will enhance the local offer but also ensure that Charlton Park can work with these highly complex children and families earlier than present. Charlton Park has a wide range of suitably trained specialist staff, accommodation and facilities that is modern and purpose built to meet complex SEND needs.

We expect that by conversion of current accommodation, we will be able to create additional classrooms on our main site by September 2027 that will provide suitably designed accommodation for primary aged complex needs young people that meet the specialist school admission criteria.

Early intervention and earlier access to multi agency specialist teaching and appropriate curriculum and resources is well established as having high positive impact upon outcomes for complex and specific learning difficulty young people.
